I will be grateful if i could get some insight on the following.
I have just started using US stealth account. That account has got New York address. If i change my VPN to the one which is located in Florida with Dedicated IP, Would that be OK or flags will be raised.

Specific state of Dedicated IP is not all that important as long as its in the same country, more important is that the provider is reliable and the ip is fresh & not abused

As long as the IP address is in the SAME country as your eBay/PayPal account and that IP address hasn't been abused or is heavily shared.. you'll be fine.
A New York eBay/Paypal account with a Florida IP is okay.
Not really anymore they flag 10 of my accounts telling me if i travel inside usa ... was like wtf all accounts limited (PayPal) has to match now the state minimum

Probably has more to do with your accounts in particular more than anything their doing new, I have many accounts registered in CA that are being managed with ips from NY with no issues
Most people travel & move around all the time, paypal is not going to punish or inconvenience a very high percentage of its userbase just for traveling

Yes, same country is good enough. Same state/city would be ideal.. I use anonymous proxies located all over the US for my ebay acccounts and I am just fine
Yes, if you ever get questioned (rare), just say you travel on business a lot (road sales) OR you are a student in college in a different state than your home, but you would rather keep your 'home' address because that is more permanent.
I have eBay accounts in California with IP addresses in Arizona and New York without any problems so far.
