Pay pal and Ebay problem

All hello, I plead you for a help. I always bought on ebay with the old account of Pay Pal. But now I did a new account and new account of Pay Pal. A problem is in that an opportunity to do purchases is not given me, anymore 10-15$, and does not give to make payment from the bank account. Is it possible how to correct that, or promote the trust of Pay Pal ? Thank you

1) Are these USA accounts?
2) Why don't you use your old accounts for buying? You have to mess up really bad to be banned from both selling AND buying.
3) Are you trying to purchase something on Ebay with the new account?
4) Do you have a bank account linked to your new account?
5) Do you have enough funds in your Paypal to make the purchase you are attempting?

A little more info is needed from you for anyone to help, because your post is a bit vague at this point.
