The US phone number is easier to get, the rest is hard.
Here are few more VCC services you can try:
epayservices.com (looks promising)
satchelpay.com
payqin.com
vialet.eu
soldo.com
AdvCash, WorldCore and CryptoPay will start issuing VCCs soon™

(getting a VCC is pretty straight forward, but funding the account is little frustrating. My only option (because i am not a Russian citizen) is a wire transfer. And to do a wire transfer I have to pay two taxes: one in my local bank to do a international bank transfer, which is around $20 and another $20 on epayservices website to receive a wire transfer, that makes it $40 in total just to fund the account. Haven't tested their VCCs yet, but I've talked with them and they said that their card has AVS, just letting you know.
satchelpay.com
(Same here, the only option to fund the account is with a wire transfer, haven't done that yet, so I don't know the taxes, but my guess is they will be similar. The issue is that on their website they state that we can issue unlimited VCCs, but I couldn't see how in their backend/dashboard. Their support told me that I have to write an email to cards@satchelpay.com about that and this is what I did about 2 weeks ago and I haven't received an reply yet lol)
PayQin.com
(they currently doesn't support my country, said they are expanding before the end of Q4, so I'll try them at a later date)
Vialet.eu
(They still in beta and doesn't issue VCCs to everyone, I just registered and verified my account so it will be ready when they go Live)
Soldo.com
(I am in a process of verifying my account with them)
btw, keep in mind that every single one of them require valid ID/Driver License and Utility/Banking Bill to verify your account.
Few more VCC services:
uPayCard.com (personal account is limited to two VCCs, where Biz has access to unlimited VCCs)
eCash.io (currently doesn't support my country, so I cannot register, maybe someone else can test it and provide more info)
WireCard.com (biz only)
And few screenshots from the services backend I've mentioned above:

I think the best option would be something like CryptoPay. It's only for Rus citizens for now. When it will be EU at least it would be much better, but I don't know when.

SathelPay answered to my VCC questions, here is what they've said: https://i.imgur.com/r3AjoxF.png
Don't know why they tell me to use the address from my Utility Bill when they previously said the cards doesn't have AVS lol...
Anyways, no matter they do not have AVS, one card per currency isn't viable to me so I am scratching them out...

You can have up to 5 VCC. After use you can delete and create a new one. As many as you need. But they are Master cards only so you won't be able to withdraw to a card. You'll get one virtual IBAN as well. www.icard.com is better. You can have up to 20 VCC and you have the option to choose Master or Visa. Additional you can order a plastic Visa to be delivered to your home. It will cost you around 7 BGN. I don't see limit there for the plastic cards.
I'm still waiting for CCB to fix their VCC service. Their option was best.

But they stopped it few months ago. I was using it for years. You have no limits there or verification. Just email, phone and Bulgarian citizenship number(but that's easy to generate).

Has anyone found a solution to use instead of EntroPay? It has to be in Europe. Something that doesn't use AVS.

Most of these services require KYC id verification and only work for EU and US citizens, is there any that can be used by latin americans?

Eg. if your Revolut address is
123 London Road,
Rightown
Sussex
KT9 8JS
You may use any letters in the address as long as the digits are the same. So for PayPal you can add:
123 Liverpool Road,
Fairfield,
Liverpool,
LP9 8HA
The 123 from door number are same, and so are 9 and 8 from post code.
Have added today and verified successfully, listed the first item no problems.

I have tested iCard and I can confirm that the cards does NOT have AVS and can be added to EU PayPal stealth account without any issues.
The problem with iCard is that it requires Video Chat in order to get your account verified and you can have max 20 VCCs. Not 20 active at a given time, but max 20 in total, which sux, since you can't easily create new accounts...
Still in a process of searching for a good alternative...

Here is one more alternative, but it is pretty similar to iCard https://www.bunq.com
They give you 2 VCC upfront for free, after 5 every new one costs $10 and the early limit is 20 VCCs... so not really an option for me, but just wanted to list it here as well.
Oh, and they have some sort of video verification as well.

Once you go through the verification for iCard you can then create a virtual VCC 'gift card'
It cost £1 to do so and I believe the minimum load is £1, this would be a gift card with no name attached and non AVS as it is a gift card would it not?
or.......
As it is a gift card would be it just be rejected by PP?
Havent tried it yet and not quite finished the verification proces but will report back when I do.
If it does work then it may be worth using the card to confirm PP then use the £1 loaded on it it buy a sim card for the next stealth account, and then its only £1 per VCC
