Well i`ve seen direct checkout locked stores accepting paypal only payments so i think it might work, shop location says its germany but they are paypal stand alone.

If you had your shop created in a "PP only" country, and then moved (legit or stealth) to a EP country, you can not switch from PP only to EP.
In order to get EP, you would have to open a brand new shop.

You can not open a PP only shop with a EP country ip.
