Hi, is it safe to use a german ip adress to create shops in paypal only countries?

I think when you setup the pp, it is best to use that country IP of the PP initially while cookies are setup

Well i`ve seen direct checkout locked stores accepting paypal only payments so i think it might work, shop location says its germany but they are paypal stand alone.

You want to use the IP to match the country really

If you had your shop created in a "PP only" country, and then moved (legit or stealth) to a EP country, you can not switch from PP only to EP.
In order to get EP, you would have to open a brand new shop.

Created you mean using a PP countries ip or it can be done from a DC countries ip?

You can not open a PP only shop with a EP country ip.
