I have been doing more research, is it true that the product doesnt need to be fully handmade? I sell high end used shoes, some only a few years old, (reselling) if I was to alter the product somehow could I call it handmade? I also see some listings where in fact the sellers are doing this.

You're just making it easier for Etsy community members to report you. Altering a recently manufactured item makes it acceptable as handmade on Etsy. Altering an item of any age means it can't be vintage. Vintage items are UNALTERED items made at least 20 years ago on Etsy.

So if its vintage, leave it alone, as its allowed anyway, if its newer, alter it, then can be acceptable as handmade
