Running ads does not make your shop suspended. Its how they make money, why would spending money on their ads make your shop suspended.
I don't Know. I have tried and tested it 3-4 times. I created 3-4 different stores for testing and observed that only after running ads my account gets deactivated. One got deactivated after 1 month other got deactivated in 10 days and the other after 2 months. and all 3 got deactivated 5-6 hours after I started running E.tsy ads.
