This means absolutely nothing for the purpose of stealth.
Let me give you a clear cut example - EE has over 200x more IPs than O2, yet the chance of me getting a unique IP with O2 upon restarting MiFi is far greater than with EE. Even Three has a better rate of giving a unique IP.
So the data needs to be more specific, i.e. which locations are hogging the 6.9million IPs for EE, because I sure can't suss otherwise - why I can't get unique IPs with them.
