I think even using a VPN will cause issues. I've created dozens of social media accounts under the same wifi and device without any problems.
My younger brother, when farmville was a thing, had 2-3 extra Facebook accounts he'd use to boost his farm or whatever LOL. Lets say his name was john... his extra accounts were named "john farm one" "john farm two" etc

It's not much about creating the accounts, but rather on how to warm them up. If you join 10 groups on the first day without any bio you'll probably be asked for some kind of identificatrion and the account goes down. Just like Ebay and AMZ stealth, the key is to take it slow. VPN can mess things up too.

Facebook pages and facebook profiles are different, on the first you get likes, on the second you get friends. So for a company you can buy likes for your page, but it is useless unless they are targeted, and this is almost impossible to find, and of course not the same price
