It's to cover the time a representative has to spend on your chargeback. In 2016 on our biggest business account, I noticed when filing my taxes that we had $460 in chargeback resolution fees despite us submitting tracking and winning all but 2 or 3 of them.
It wasn't wise to ignore the chargeback like you did, but if this Paypal you're working with, they would have charged you that $20 fee regardless at the conclusion of the chargeback. |
