Which laptop to buy?

I want to run 20 user accounts in one laptop.

My budget is maximum 400 USD.

There is no other use than running 20 stealth accounts.

Any recommendation will be much appreciated.

Too much options on internet confused hell out me and wasted 2 weeks of research.

If not laptop than anyone can give specification suggestion which I can use to find best fit in my region to purchase from.

if you want to run 20 shops you'll want to focus on getting an SSD + at least an i5 or better and 16-32 gb of ram

might be hard finding something like than for $400
