You have to apply to sell digital items,last time I applied,it said it is not accepting new sellers.
There is no seller protection if you do not have tracking,what I do with selling store coupons is scan the codes and most buyers just want to buy online,they dont need physical copy . Quote:

Digital coupon customers can also be a different breed than digital account buyers...audience will determine the chance of fraud...
