I doubt they care which country the number is from, they base your country on the IP address's country.
If you really need a country-specific local number you could try:
Get a cheap phone that supports eSIMs and get an eSIM for one of the mobile providers in that country. Most of the 'travel' eSIMs will NOT give you a local number.
Or
Buy a PAYG SIM for the country from eBay and try and register it in the UK. Again, you'll need a provider from that country rather than a travel SIM.
Either way you'll have to experiment to find a combination of country and provider that doesn't need ID, allows roaming, provides a local number, and allows you to register the SIM from outside the country.
