it depends on who you deal with...
for item not received, then paypal might be a god bet, same with credit card...I prefer paypal for this though....quicker
but warranties are really only for big companies and stores you buy from...
in the UK you have the sale of goods and services act, which gives you 1 year plus. The goods must be fit for purpose and last as such, look it up, as rules have changed recently, and can go via arbitration before needing to go through small claims court....none of this is instant, and I would not recommend the hassle....
a company may only care if it affects their reputation, so you always have the media threat - it always works for me, if done right....
but forget a long-term warranty if buying from a private individual via paypal.
you have chargebacks for up to 6 months via credit card, if you want that option, do not use the card via paypal, as I heard of paypal dispute timeframes superceding and diminishing the card rights....
