I need to buy traffic, I don't need this traffic to convert, I don't need it to sell anything, I just need junk traffic...I have a project going on, but I do need legit junk traffic if that makes sense.

Go to google, type targeted traffic. Look for the cheapest, and bam! Now that will not help your Alexa rankings, if you want to bring that site up, I would basically use targeted traffic to get those hits on your stats for the site, then I would basically advertise it for sale on sitepoint.com. From there you will notice a massive hike in your Alexa rankings. Good luck!
