I've purchased some around the web a couple of times. Search on Google and you'd find some results.

Luminary, can you recall where you bought from? The sites I've seen look like scams.

Look up in other forums, there are plenty of legit sellers. I would avoid using Google Voice for anything serious as they can suspend your number anytime they want.

Although you can not register your own account if you live outside the US, you can always buy a ready-made account and login from your home country.
