You can pay ebay fees by single payment with your credit card. It's not necessary to do it through paypal. You can find it in ebay account settings.

and it doesn’t matter that this credit card, suppose, was previously indicated when creating an ebay account and then this account was blocked?
and second question
With one card you can pay fees for all stealth accounts?
If you pay all your stealth accounts fees with one card, it will link all these accounts. You need different card to each account. And why do not pay it with paypal? If you bought ebay+paypal account set, the data of both accounts must be the same.
