If you go VPN route, you will get each account a dedicated VPN.

1) There isn't any reason to have more than one router, especially if you're going to be using VPN's for your IPs. VPN's give you a new IP so there's no need for anything else.

2) It's recommended that you have 1 dedicated VPN for each stealth account you sell on. I've run 2 or 3 accounts on a single VPN before (and still do) and haven't had any problems yet. I don't recommend you try that though until you're more experienced and have multiple accounts running which you can afford to lose if they're linked. It's extremely rare for eBay to link accounts based solely on a common IP address. But it's possible for sure, especially if your accounts are ever "manually reviewed" for any reason. So with all that being said, 1 account per 1 VPN connection.
