Is it not possible to connect 2 routers so one has a different IP address to the other?

You'd need two different connections, I have had this set up in the past with one DSL and one cable connection.

I assume you mean different external (WAN) IP versus your internal private IP (192.168.1.xxx).

As Tony mentioned previously, we need to know more about your setup to fully provide an answer.

Who is your ISP and what is your setup?

If you have a single subscription to one of the big boys in the UK (BT, Sky, Virgin, Talktalk), then they are providing you a single external IP and having 2 routers will not give you a 2nd external IP. You would need to pay extra for that.
