Depends, if you downloaded PayPal app, then no.

If its just browser, should be fine.

PayPal app wasn't downloaded. I just used the browser.

If I make factory reset, can I use it to create new eBay and PayPal stealth with same mobile internet provider ?

I am warring that I will use same IPs and I didn't wrote it in excel sheet, it was non stealth PayPal.

Should be fine. Of course recording IPs is a safety precaution to avoid getting linked/suspended in the event there are other common factors.

No worries. It will work fine.

If you want to change things up though, try a different browser when you start fresh again, i.e. if you were using Chrome, use Firefox, or vice versa.
