Both IP's are automatically logged by eBay's servers when you load pages (the same is true for any website). If you went to phazors.com right now, both of your IP's and your browser fingerprint would be logged on a server which I access through my hosting account. But I would assume eBay is paying more attention to IPv4 addresses since that's still the dominant standard.
If your IPv4 address isn't changing then you could be in danger of linkage. Most ISP's don't yet issue actual IPv6 addresses, they just use one of the many IPv4 to IPv6 tunneling protocols to give you a temporary IPv6 in case you visit somewhere on the internet which is IPv6 compatible only. This is most likely why the IPv6 address you see changes every time but not your IPv4. Not because you've been given a new IP but because you restarted your connection and the tunneling protocol.
