VPS IP - VPN or Proxy

Lets say for example I have a very clean unused undetectable IP from a VPS server, and I have the option to use the IP as a proxy (socks5 configured on a firefox browser) or set up a VPN with this IP. Which option would be best? do I just go ahead and use the proxy on a browser or do I set up the VPN? Would paypal notice if I use a proxy/socks option over the VPN option?

I see fewer issues with VPNs, go for VPN.

First check If your IP is blacklisted. Then proxy that IP to your system as ssh. Keep firefox network proxy settings at no proxy.
