Getting through to a FTP through a PROXY

I have a FTP Site that I want a few images from, the FTP Site operator has BLOCKED my IP Address (and a small range) so If I change my IP (cable modem) I still cant get in, anyone have any suggestions on how I can get to his site using another IP Address(liek aProxy??) Anyone know of any that work with non standard ports ?

I only have a few hundred megabytes I still need

You can use a free VPN, it is called hot shield.

Do you know what thier URL is ? I found on a google search some others, but not specifically "hot shield" or like hotshield.com or anything...
