The ones (including me) who are getting a VPS service for $9 a year arent going to give up that info, that is if they are using it with their stealth accounts. (its in our best interest, nothing personal).
If your looking for something just for Web browsing like you said, Digital Ocean is cheap and will work for that, but you'll have to install the GUI on Linux your self which you should easily be able do since you said you don't care about OS. Then VNC or Teamviewer into it or something to browse the web.
But the more I think about the way you wrote what you wrote I'm getting the impression that you dont quite understand how a OpenVZ or KVM VPS works. Any other type of VPS will cost more than your looking to spend.
The only way to access the VPS is through SSH... It will already have your selected OS. From there you have to set everything else up yourself including GUI, remote access server software and OPSEC in a terminal through cmd line.
