You won't be able to change your neighbor's IP address.

You'll need to work with your own internet connection instead.

its not possible as i dont have a phone line in the rented flat i have...

Actually it is possible to get internet without a phone line. There are laptop cards you can use and you could always go to another location to get another ip. In your home, you only can find 1 wireless signal?

Just get a wireless card. Several ISP suppliers in the UK have them to sell.
