Verizon 3G works?
Public IP = Public IP facing the internet... (the one websites see).

Private IP (no such thing) = Local IP? = IP of your machine on your local network. Only something on your local network (home network... computers, and modem or any other routers you might have on your internal network).

Its used so the Modem knows which device to send the data packets to when they come in from outside (the internet) to your local network.

Private IP's are a thing, nate. Private IP's are generally used when DHCP fails to pull a real IP.

You wouldn't be connected to the internet if it were only giving you a Private IP (APIPA).

Like Nate said if you're seeing an IP from one of the private IP blocks, it's because your Mifi is acting as a NAT in order to allow multiple connected devices to access the internet. Type "show my IP" into google while connected to your 4G modem and see what IP it shows you. It won't be the same APIPA private IP you're seeing now.

Learn something new all the time... Is it only a Windows thing? Looks to be what google is saying about APIPA...

I've never ran into the issue b4.

They're out there, but you need a domain name to add to it at set up. You could also use noip if you can get into the server, maybe though solus control panel. But if you had the skill to pull that off, it'd be way easier to installing VPN software that has built in dynamic dns feature like SoftEther.
