No such thing as a fresh IPv4 address in 2018. What matters is that it hasn't been burned on eBay before. Given that aspkin created IPBurger with that in mind, it's probably the safer bet of the two.

I dont believe ProtonVPN provides a fresh/unabused IPs, let alone a dedicated (unique IP).

From my understanding (having used them), they're just like any other shared IP VPN service.

Where are you getting this info from?

I don't see fresh, or even dedicated IP's offered anywhere on Proton.

Pretty cool how they're based in a former military bunker though.
