Tips on creating multiple accounts to make purchases on sites?

Hi - Certain sites apply a qty max one can purchase. I'd like to circumvent this by having multiple CC's, addresses, phone numbers, and IPs. The first two I have. Last two I'd need help with.

What is the most ideal, cost-effective way to set up a network of multiple accounts such that I can place multiple orders using different profiles? I have 2 laptops and 1 relative overseas with their own computer.
