Changing IP address devices

Hi can someone help me please with mobile hotspots? how do they work? If i buy one do I get a different IP address every time I use the internet from it? Or does it stay the same like my cellphone.

Is there one that you recommend that has a cheap rate plan?

Buy a cell phone plan with data. Everytime you restart your phone, a new IP address is given to you.

Lot of options available in the USA OP - get a data plan and set it as hotspot

Every time you turn off the device, it will reconnect to a nearby cell tower and usually get a new IP

If you're using a phone to tether, just flip it on to airplane mode and back to data after 5 seconds and it will likely change your IP
