Static vs Dynamic IP

So I have a dynamic IP right now and can not figure out how to change it. I have tried several different methods and have read and re-read the Stealth info. My cable co can change my dynamic and give me 13 Static IP's. Is this a bad idea? It seems like a good idea because they would be easy to keep track of. HELP! Thank!
