Do IP Change software and VPN work to untrace ebay and amazon ?

I have some difficulty to change my ip address and I need to know if VPN and IP Changers are recommended not to be traced in ebay amazon and paypal?

What do you recomend me?

I use vpns too for ebay and paypal, i subscribe for those vpns with dedicated ips as those i found to be better than logging into ebay and esp paypal with different ips which is risky as paypal can interpret another ip as someone having hacked into ur acct and can limit ur acct for that.But dont use the same Dedicated IP for 2 ebay or 2 paypal accts, that could lead to linking and limitation/suspension
