IP changed, is this enough?

I have a BT home hub, and I tried turning it off for a few hours and back on. The IP was 86.xxx.xxx.xx and now the last 5 digits have all changed. Will that be good enough? Because i'm also reading about "MAC address" and stuff which I have no idea about!

For a new paypal account I change the Static IP address and router or modem Mac address, also I use a separate windows login and some method to clear flash cookies.

Yeah thats fine for ebay/paypal. As far as we know currently ebay dont track your MAC address.
