remotely control server while I am in another country

Hello,

I have the following query:

I currently live in a country (outside USA) where I can´t download paypal my money.

I have an uncle in USA I created a paypal account. But then he moved to another country.

What should I do to access this account?
Enter through a VPN really think it's risky?

One idea would be to rent a server American and install WIN7 install teamviewer or logmein programs and access remotely from my country.

Think my idea is good?
