So for my main eBay & PP accounts, I currently assign a Static IP to each. I currently only have 3-4 main ones.
I'd like to create some backups, but I'd have to sign-up & verify all of them under IPs from my tethered phone. (I can't be assigning static IPs for a bunch of my backup accounts, because it costs me extra each month per Static IP. Would be a waste to use on backups)
Then, if I feel like I need another account going, I'd just get an additional Static IP and assign that to one of my backups & start using it as a "main" account.
So my question is - will that change in IP address from my tethered phone (dynamic) to a Static IP, raise any flags?

If you intend to make an account with user account & cookies on IP x, then use IP z with the same info ( of user account & cookies) it should not be a problem.
I have found ebay/paypal want to see the same info & that's what should happen.

The constant changing of IP addresses, is NOT as big a concern nowadays, with computers being so Protable, Tablets, smart phones, WiFi almost EVERYWHERE, Tethering, ect, ect, Ebay KNOWS that the Majority of their Users access Ebay with Portable Devices from MANY different locations
