You need to provide more details regarding the connection (as opposed to the background). Without knowing any details I would make these guesses as to your problem... Can your laptop connect to any wifi networks?
On your phone, check your hotspot security settings to ensure they match to your laptop. Is it set to WPA/WPA2 but your laptop is set to check for WEP?
Make sure your phone's name doesn't contain apostrophes or dashes or a hyphen. Some networks don't read certain characters, which would make your phone unreadable.
On your phone, are you certain you activated the mobile hotspot and allowed devices to connect to your hotspot?
