Most, if not all, ISP's offer dynamic IP's to their customers by default. Why? Because it is far more cost effective for them to assign you a random IP from their pool of IP's via DHCP.
A dedicated Static IP provided by your ISP costs them more (this is why most ISP's will charge extra for you to have a true Static IP). A static IP is mostly used for web hosting,
From what you've described, I'm willing to bet you have a sticky dynamic IP. Technically, it is considered a dynamic IP from your ISP, but they tend to not change it on reboot (see definition below).
Since it seems you don't have dynamic IP...your options are USB dongle, tethering, or even dial up service.
