Why does my IP Change on my phone, but not my computer when tethering?

I'm having some problems.

I'm able to get the phone to change it's ip pretty easily.

The problem is that when using the hotspot on my computer, I'm getting a different ip and it doesn't change.

Am I missing a step?

When you connect via tethering you laptop will have the same public IP as the phone. Are you definitely checking the public IP and not the local one? Failing that, have you double checked that your not connecting via a method other than your phone.

Does not sound to me like your missing any steps.

It seems to be changing now, but not with any regularity, and it's a different IP from my phone. I don't really understand it, but I'm going to roll with it as long as it shows a change in the ip.
