On repeating/shared IPs.... one thing that never makes sense to me is that there have to be other ebay users - whether legit or stealth - that have used some of the IPs already before it is assigned to you. So even if you keep track of the ones you have used before, why is it that getting an IP from a pool of shared numbers doesn`t link you to someone else?

IP + Cookies is what gets you linked, Ebay/PP knows and is aware that IP's are not always static but the same IP + Cookies with multiple account will ring some bells on their end.

Thanks for asking that. That's what I've been wondering. With IPs being rotated through on cellphones wouldn't it be extremely likely that you would end up with the same IP as another EBay or PayPal user. Seeing how many there are and how many use a cellphone.
Yes, but IP alone is generally not enough to link you. It is still important to ensure that you track your IP addresses. Less eBay has to link your accounts the better.
