My IP's keep repeating with my AT&T mobile hotspot, what can I do??

I purchased an AT&T mobile hotspot exactly one month ago and I already have repeating IP's! I've been resetting my hotspot for 30 mins and cannot get a new IP!! What can I do? Will moving to a different part of my home (or possibly going in my car and driving around the block) give me new IP's? Would purchasing a new hotspot with the same provider give me new IP's? Or do I need a new provider? Thank you.

I have AT&T on my iPad and besides the range being so small, the same 10 IPs always are rotating with an occasional new IP every other day comes in, but definitely not ideal for stealth
