Just visited it from my VPS, no any signs of a block. Network does not belong to any public ISP though.

Update - visited from a public VPS hosting provider, got a "blocked" message. Do you thing ebay will block anyone from public hosting subnets?

No ebay will not block you but isps that have been blackballed or greyballed will get hit and the actual ip does not matter just the host.

No they will not but a high risk isp or host can get you definitely hard scanned
