Bare mind this is an old thread from 5 years ago, so information may not be relevant today.

Most routers should allow you to connect to them remotely and reboot, which more often than not generates a new IP.

Sometimes changing the mac address one or two characters forces an IP change.

So many little things you can do to remotely force a new IP.

Which network is best, I used O2 pay as you go, but couple of eb acc got suspended, I believe due to o2 IP address,

I use a 3 dongle wifi device and buy 12gb data sim, each time i access a new account i turn dongle off and on which gives a new IP i never check this but can say in last 3 years ive never had any ip conflicts or suspensions.

Not on my current device I don't. Everything I have read has said that it can't be changed.

What is your current device? If you have dynamic IP, in most circumstances, powering off...waiting...then powering on will reset the IP

you change your MAC, save, then reboot modem , go to ipburger and check your IP.

Now if you have a static IP then it can't be changed and you need a residential IP from IPburger. (which is what I use)

I also recommend you read the stealth guide, this is all covered in the guide.
