Hello, if I buy ready for sales UK stealth account can I use it from my new fresh Lithuanian IP address? Also I lot of traveling to Italy can I use from hotel or public Italian IP?

You cannot use a UK account with a Lithuanian IP address. That will raise major red flags and lead to suspension.
Better think of getting an IP solution that will show you operating from the UK if the account is addressed in that country.

Just change item location inside listing and do that you are doing shipping from outside UK inside postage options.
