Can Google link accounts where only billing address is the same

I have 2 completely different accounts (new IP, new laptop and different persons details), the only thing that might compromise me is the billing address, which is the same (maybe I can even "miss" a letter or something like that, to make it as different as possible).

Also, the CCs are completely different (2 different persons not family related). Am I safe? I assume I am, but please let me know if there is anything else I need to pay attention to.

Yes google can, google can tracking as eBay and Amazon did.
