Does PayPal Link Accounts Through Shared Customer Transaction History?

Has anyone seen PayPal link new account reviews to customers who previously paid a limited account?

I’m trying to understand whether PayPal’s risk systems look at overlapping customer/payment history between accounts.

For example,
say Merchant Account A is permanently limited. Months later, some of the same customers who previously paid Account A make purchases from Merchant Account B. Could those overlapping customers cause Account B to be flagged or reviewed because PayPal’s systems recognise a connection between the two transaction networks?

I’m asking because during an account review, PayPal selected several seemingly ordinary transactions and requested information such as what was sold, supplier invoices, etc. Looking back, I noticed that many of the customers behind the transactions they selected had previously made payments to an account that had been limited.

Has anyone encountered this before, or know whether PayPal uses this type of customer/account relationship as a risk signal?

It's more likely that it's because of the items you're billing for.

Fairly easy for PP to do the crosslink - especially if the same items are being purchased...Merchant Account B might go down as well
