I have two accounts and just set up the second one recently. The first one I made has a monthly limit of 10 items a month, the other one has no limits. Is there a certain way to make these accounts so they don't have limits? There must be because of the two different outcomes on these accounts.

Depends and differs for every account.

Few will share their method. Rival sellers etc.

Account limits sometimes only appear when you get close to them.

When the first account was created the second one was not at the time. When I started selling on the first account the limits appeared. After I turned the second account into a seller account it was unlimited. The accounts use two different dongles. I don't think that was the case james.

Yes there is a way to get no limits every time.
