Windows 7 user accounts?

Have a question re windows 7 user accounts which hopefully someone can answer for me.

Have Win 7 laptop I have been using with the standard windows installed user account which was used for stealth Ebay + Paypal. This PP was recently permanently limited and is now awaiting the 180 days to expire.

Now the question is, can I just create a new win 7 user account on this laptop and safely use it for the new stealth ebay + paypal account combo I just bought, or will I risk compromising the new account due to flash cookies etc becoming mixed between user accounts?

Could understand this working if user accounts were created in advance of being used on a fresh install of windows 7, but will it be safe to create the new user accounts on a previously used laptop that only ever had the one user account. Hope this all makes sense, think I have confused myself with this post to be honest Lol.

If you create a new user account you will be safe.

The laptop has been used before on a specific user account even if you did not have any others. By creating a brand new one you will have immaculate user: no cookies, no history.

Follow stealth rules for everything else (IP and stuff)

Using a new user account is perfect. Just make sure your IP is also new
