What specs you want depend completely upon how many VM's you want running simultaneously.
The main things your after would be
- High RAM (16GB+)
- SSD (Don't both with traditional HDD, too slow)
- Processors optimised for Virtualisation (I would go for Intel i7 5820k)
Those specs should let you run about 4 or 5 Win XP VM's simultaneously. Use that as a ball park figure depending on what your needs are. Account for the fact you may not upgrade again for a while, so you may want to opt in to a little higher specs.
Best way to go about it is come up with the specs (or have someone design specs for you) and get a system builder to cusom build a PC for you. It would work a tonne cheaper than if you went into a PC store to buy a branded/pre built device.
