Any Canadian Here Have Trouble Sign UP Ioffer Seller Account ?

now for days trying sign up ioffer seller account with no success .when try to enter credit card to upgrade to seller account the city & post code section never change still as USA .
i sent them message they answer the problem is my pc that i have to clear cookies or force refresh but i tried 4 different computers plus my mobile !!
anyone from canada has same problem ..thanks
