Have you tried this on very old accounts like 5-10 years old that were banned?

What I've suspected for a long time is that many of the document reviews are simply automated- once "documents" are uploaded, some program just checks them somehow (maybe via OCR) and then if it passes, they lift the limitation. However, I'm also sure that some types of limitations require a human to review the documents submitted.

More than a few times I uploaded some text files with an explaination I didn't have such-and-such a document in the place of the item(s) they were asking for and it worked.

Can you give an example of what you said in the file? Did this work for SSN request?

I never tried uploading a text file with explaination for SSN request.

I've only done it if they are asking for something I feel is not relevent, such as "business documents" on a personal account, or "supplier info" if the item was second hand.
