Multi Stealth Account Tethring?
 
If I try tethering 4G ( turning Lte on and off ) on multiple stealth accounts would I be linked?

Why do most people try to gain cookies with eBay?

Tethering is perfectly fine as long as you keep track of IPs to not overlap. Cookies build trust and a form to identify and verify you say who you are. A change in cookies could trigger new user.
